New California rifle law 2013

BEGINNING JANUARY 1, 2013 Long guns must be transported in a completely enclosing case when not in a vehicle; if the case is designed as a gun case, no lock required. If the case is NOT designed as a gun case, must also be locked.

I lock everything gun related when I transport them, You may do it differently, just thought I would relay the new ban on Open Carry of long guns.

Need a citation please. I cannot find any reference to this requirement at neither the AG website, nor 'Course the AG webpage also does not reflect the code number changes that went into effect last year.
