IDPA sent out an email blast today at 3:22pm PST announcing several impending rule changes, the most interesting of which is the elimination of the so-called "Flat Footed Reload" rule. Here is the relevant excerpt from that announcement:
The first, and one of the biggest announcements, is on the flatfooted reload. While we thought we were headed the right direction with this, it became obvious that the membership at large did not like this new rule and that we missed the mark by implementing it. The members have spoken using the suggestion tool and we listened. When this version of the rule book becomes effective, the flat footed reload will not be gone. Big cheers all around we are sure.
My initial reaction to this announcement was , to be blunt, W-T-F. If you're eliminating the flat footed reload, why did your official announcement say "the flat footed reload will not be gone." (Emphasis mine.) I was hoping that the reason was a typo. I almost contacted IDPA HQ to verify what they really meant to say.
Then, at 4:54pm, PST, IDPA issued an update to their 3:22pm announcement, admitting that their earlier announcement contained a typo.
The good news is that they are indeed going to be eliminating the flat footed reload. There are a few other changes that they are planning to make - some good, some not so good. Here is the full text of their revised announcement:

- Creation of a new Division
- Date and venue change for the World Championship
- Clarifications for 4th quarter
